CCWIS: An Opportunity to Reinvent the Business of Child Welfare

The Administration for Children and Families (ACF) Notice of Proposed Rule Making (NPRM) regarding Comprehensive Child Welfare Information Systems (CCWIS) announced in August of 2015 is inarguably the most exciting thing that has happened in child welfare in the last 20 years. This has been the topic of many discussions with my colleagues, clients, and friends in the business of child welfare. Having dedicated a large part of my career to child welfare, I couldn’t be more excited about the changes presented in this rule. The CCWIS changes recommend extensive technological opportunities which can garner major improvements to the efficiency and use of Child Welfare systems nationwide; however, the importance of other doors opened by this rule should not be discounted. The proposed CCWIS requirements have the potential to change the entire Child Welfare business, and should be approached and considered as nothing less than a true game changer.

As we have now entered the second year of the two-year period for the Comprehensive Child Welfare Information System (CCWIS) notice of intent, I’ve been thinking about all the reasons why this opportunity is so important to child welfare agencies. One of the many things that I continue to come back to is the importance of data and how it directly impacts outcomes for children and families. When I think about child welfare program activities, I immediately consider all of the different stakeholders who are involved in the care and well-being of children. This is not just for county-based states or highly privatized states, it is important and relevant to all states. All of these stakeholders rely on data to effectively perform their specific roles across the spectrum of care and many of them rely on outcomes data for additional funding opportunities.
